Another interesting option that can and should go hand-in-hand with submarine cities is floating cities. The technology is there. In fact one particular idea has been around since World War II when the British were planning on building massive floating aircraft carriers out of ice-crete; an easy to make substance that is lighter than water. I am sure there are even better materials that could be used today. The only reason this massive floating island was not built was the end of the war.
